Correction: Democrats-Voting story

DENVER (AP) ? In a story May 20 about Democrats' efforts to expand same day voter registration, The Associated Press reported erroneously the title of a nonpartisan law and policy institute. It's the Brennan Center for Justice, not the Brennan Center for Social Justice.

A corrected version of the story is below:

Democrats strike back at GOP voting measures

Democrats ease voting laws, strike back at GOP's restrictive measures in battle for voters

By IVAN MORENO and NICHOLAS RICCARDI

Associated Press

DENVER (AP) ? In a bitter fight, Colorado Democrats recently muscled through the Statehouse a massive elections reform bill that allows voters to register up until Election Day and still cast their ballots.

It's the latest ? and most substantial ? development in a nationwide Democratic Party effort to strike back at two years of Republican success in passing measures to require identification at polling places and purge rolls of suspect voters.

Democratic-controlled states like California, Connecticut and Maryland also all have sought to make it easier to cast a ballot as late as possible. They recently passed versions of same-day voter registration measures, which traditionally help younger and poorer voters ? the sort who lean Democratic.

Undaunted, the GOP is aggressively fighting the efforts.

Maine Republicans tried to roll back same-day registration in 2011 but were unsuccessful. And Montana Republicans hope to rescind their state's same-day registration through a ballot referendum next year.

In the decades-old battle between Republicans and Democrats over voting rights, same-day voter registration long had been a relatively bipartisan matter, a staple in places like Idaho, New Hampshire and Wyoming. But it has become a divisive issue in recent years, as the country has grown more polarized and as both major political parties seek to change voting laws in ways that will be beneficial to them.

"There's been more partisanship over the last half-decade as the voting wars heated up and as groups spent more energy on process and the nuts and bolts of how elections are run," says Rick Hasen, a law professor at the University of California, Irvine. "Colorado is ground zero right now for these battles."

Colorado is the 11th state to allow same-day registration, according to the National Conference of State Legislatures.

Compared with previous years, Myrna Perez at the Brennan Center for Justice at New York University said that in the aftermath of the 2012 elections, "We saw more positive expansive legislation being introduced in this legislative cycle across the country than we saw restrictive."

According to the Brennan Center, 204 bills to expand voting in 45 states were introduced this year, with many measures still pending. Among the new laws are ones that allow online voter registration in Virginia and West Virginia, ease photo ID restrictions in Oklahoma, and expand early voting in Maryland.

By comparison, 31 states introduced 82 bills that sought to restrict voting access, with 50 bills still pending. In Arkansas, lawmakers overrode a gubernatorial veto to require photo ID to vote. Nebraska reduced the early voting period. And Montana is trying to repeal Election Day registration with a ballot question in 2014.

Republicans in that state are seeking to roll back the state's 7-year-old same-day registration law. Democrats tried to shut down the state Senate to block the measure. It didn't work, and the question goes before the voters next year.

"They don't want to make it easier for college students to register to vote and for Native Americans to register to vote," Democratic state Sen, Kendall Van Dyk said of Republicans.

Republican State Sen. Alan Olson countered that the proposal would just end registration the Friday before Election Day in order to make life easier for clerks in small rural counties swamped by last-minute registrants. He said that's still a vast improvement over the prior registration deadline of 30 days before the election.

In California, former state Assemblyman Mike Feuer said the spread of voter identification measures in GOP-run statehouses in Florida, Pennsylvania, Wisconsin and elsewhere inspired him to write his state's same-day registration law. "At precisely the moment when other states were moving to suppress voter turnout, it was important for California to say: 'We can do better,'" Feuer said.

Well before it passed the new law, Colorado had been at the forefront of the national debate over voter access because of Republican Secretary of State Scott Gessler's history of fighting Democrats over a variety of election issues, including efforts to weed out suspected noncitizens from the rolls.

But Democrats were emboldened in the aftermath of a highly successful November election season. It saw Obama win the state, and, more consequential, the party winning back the state House and keeping power in the state Senate. With a Democratic governor at the helm, the sweeping victories gave the party wide leeway to pass the bills they wanted.

Democrats quickly took advantage of their power gains, passing measures to help people in the country illegally, expand firearm background checks and allow same-sex civil unions. Then, late in the legislative session, they introduced their elections overhaul bill that allows same-day registration. It also requires that every voter get a mail ballot.

A bipartisan coalition of local county clerks backed it, saying it would increase access to the ballot box. But Gessler, the Republican who is the state's chief elections official, repeatedly said he was purposely excluded from the process ? a charge Democratic lawmakers denied. And legislative Republicans were horrified by the 128-page bill, and warned of fraud that could accompany same-day registration.

"You're already winning the elections," GOP State Senate leader Bill Cadman said as the GOP tried to block the legislation. "Do you need to steal them, too?"

Democratic Gov. John Hickenlooper signed the measure on May 10.

Man charged with murder after dog mauls jogger

LOS ANGELES (AP) ? A Southern California man was arrested Thursday on a felony murder warrant stemming from the mauling death of a jogger by a pack of dogs earlier this month.

The warrant against Alex Jackson, 29, also charges him with owner negligence, said Jane Robison, spokeswoman for the Los Angeles County District Attorney's office.

Jackson was originally arrested shortly after the May 9 death of Pamela Devitt, 63, who was out for a jog when she was attacked by four pit bulls in Palmdale.

Jackson was released on bail while DNA testing was conducted to determine if his dogs carried out the attack.

Since January, authorities received at least three other reports of Jackson's dogs attacking other people, according to Robeson.

Jackson is also charged with several charges related to growing marijuana.

It was unclear whether he had hired an attorney. No number was listed for Jackson in the Palmdale area.

Los Angeles County sheriff's authorities said a driver saw pit bulls attacking Devitt in the high desert community of Littlerock. The driver called 911 and honked her horn to try to get the dogs to stop.

An arriving deputy saw a single dog still attacking the runner and tried to chase it off, Lt. John Corina said. The dog ran off into the desert, then turned around and attacked the deputy, who took a shot at the animal before it ran off.

Hours later, sheriff's and animal control officials served a search warrant on Jackson's home near the site of the attack and took away eight dogs, six pit bulls and two mixed-breeds.

The dogs were kept under quarantine for rabies observation at a Lancaster shelter. Four of the pit bulls seized were believed to have attacked Devitt.

Her husband told KCAL-TV he blamed the dogs' owners for what happened.

"I do not blame the dogs. I don't blame pit bulls," Ben Devitt said. "I blame people who don't take responsibility for their animals."

Not all of the dogs are licensed, spayed or neutered as required by county and state law, said Marcia Mayeda, the county's animal control director.

Dog bit-related fatalities are rare ? anywhere from 30 to 35 each year ? but there are more cases where criminal charges such as endangerment are being filed against owners, said Donald Cleary, a spokesman with the National Canine Research Council. Cleary could recall only three other instances, two in California and one in Georgia, where murder charges were filed.

In one of the state's most famous dog mauling cases, a San Francisco husband and wife were charged in the death of a neighbor in 2001.

Marjorie Knoller received a 15-years-to-life sentence after a jury found her guilty of second-degree murder. In rejecting her appeal, the California Supreme Court ruled that Knoller acted with a conscious disregard for human life when her 140-pound Presa Canario escaped and killed Diane Whipple in an apartment building hallway.

Knoller's husband, Noel, was convicted of involuntary manslaughter.

Cleary said in most cases the dogs involved in attacks are not family pets but animals who are often isolated and don't get positive human interaction.

"If a dog has seriously hurt or killed someone, you have to look to the owner and the owner should be held accountable on some level," he said. "There's no reason we have to tolerate that kind of behavior."

Ryan Chalmers Pushing His Chair Across America - Michael Hiles

This morning, I sat waiting at the end of my drive while a small line of traffic passed. Some lead and chase vehicles for a couple of guys in racing wheelchairs.

WAIT!!

WTF?!?!?!?

I mean, I?m pretty comfortable with the random strangeness one experiences when living out in the sticks. But I?ve generally never seen any guys racing down my state route in competition wheelchairs.

I snapped a pic of the guys and their chase vehicle as the line of vehicles behind them went around one by one. When I hit town and parked, I posted the pic on Facebook with a little blurb about not knowing anything about their group Push Across America, but I thought it was cool enough these guys were actually wheeling across the US.

push-across-america-1

After finishing my errands and heading towards my office, I saw the team had made their way into town and was taking a pause at a parking area. I thought to myself, ?Self, turn around and go talk to those guys.?

I do that kind of existential thing from time to time. Call me strange or whatever, but I do meet some really cool people that way.

The chase van driver was Roger Muller, the founder of Stay-Focused. Roger Muller worked in both academia and the business world before committing to his passion of creating an organization that would provide teens with a unique learning experience.

On a diving trip to Grand Cayman in 2000, Roger dived with his brother Bobby, a Marine Corps combat veteran and a paraplegic as a result of an injury sustained in Vietnam. Seeing how much Bobby enjoyed the freedom of diving, Roger decided Stay-Focused would be dedicated to offering teens with disabilities the same opportunity to enjoy the water that his brother had experienced. Stay-Focused was incorporated in January, 2003.

push-across-america-2

The two guys in chairs were roommates, Ryan and Aaron. They?re both competitive Paralympians and literally wheeling their chairs across the nation. They?re sponsored by Dart (you know, party red Solo cups for the keg), Marriott, the Cayman Islands tourism (uhhh, ok now I REALLY want to get to know these guys!!), PADI (the SCUBA diving folks), GoPro (WOAH COOLNESS FACTOR WENT WAY UP!!), GermX and the McIntyre Group.

Ryan Chalmers graduated from the University of Illinois at Urbana-Champaign in 2011, majoring in Recreation, Sport, and Tourism. He learned to SCUBA dive with Stay-Focused in 2005, and was selected to be the first Stay-Focused mentor in 2007. Ryan competed in wheelchair track in the World Championships in 2011, and was a member of Team USA in the Paralympic Games in London in 2012. He recently became a PADI certified Divemaster in October of 2012. This spring he will Push Across America to raise awareness for the potential of all persons with disabilities, to highlight the importance of leadership programs for disabled teens, and to give back to the organization that helped change his life.

Ryan will be pushing the equivalent of two to three marathons a day for 71 days.

WAIT!!!!

WTF?!?!?!?

This guy is a total MONSTER! He reminds me so much of my friend Rudy.

rudyMy friend and mentor, Rudy Szlavi, taught me many years ago the value of focus and drive. Rudy was an inspiration to me because he too lived his entire adult life in a chair. A victim of an auto accident his freshman year in college left him without the use of his legs. I spent a lot of time with Rudy, and I got to understand the mindset of someone with a physical limitation.

There?s a business rule in this? one I?ve held dear, as it keeps me through the troughs and levels my head during the peaks. That gruff Hungarian used to say to me in his hardcore New England accent?

?You think you got it rough kid? At least you got your fuckin? legs, so I don?t want to hear it? CANDY ASS!!?

That burned into my mind as I watched Rudy deal with everyday things we all take for granted. He didn?t get down. He was a machine. He worked every day? and when he?d get sick or weak, he?d push himself to the brink of collapse because he was afraid to not get back up.

Sadly, Rudy succumbed to cancer in 2004. I miss that foul-mouthed, love-able Yoda of mine.

I really wish Ryan, Aaron, Roger and the Push Across America / Stay Focused team well in their efforts to accomplish an amazing feat of physical and mental stamina.

We?re all candy asses compared to these guys!

US, Russia discuss peace plan as Syria worsens

PARIS (AP) ? The top U.S. and Russian diplomats met Monday to try to accelerate frustratingly slow peace efforts in Syria, where the signs point only to a worsening conflict.

Capping off an eight-day trip to the Middle East and Africa, Secretary of State John Kerry flew into the French capital to see Russian Foreign Minister Sergey Lavrov and exchange updates on their respective diplomatic efforts.

The United States and its Arab allies are attempting to secure the participation of Syria's fractured opposition at an international peace conference in Geneva, planned for next month. Russia is pledging to deliver Syrian President Bashar Assad's regime to the talks.

But despite claims of progress by both powers, there is little evidence to suggest either side in Syria is ready to halt more than two years of violence that has killed more than 70,000 people. President Barack Obama has demanded that Assad leave power; Russia has stood by its closest ally in the Arab world.

Kerry said the U.S. and Russia each are committed to starting a political transition that "would allow the people of Syria to decide the future of Syria."

"We are committed to this," Kerry told reporters upon conclusion of the meeting. "We both want to make this conference happen, if possible, together with many other countries that will join up."

"It is our hope that we will come out of here with greater clarity about some of the issues that need to be worked on in the days ahead," he added.

Lavrov suggested much work remains if any peace conference is going to make headway, calling it a "very tall order." He also signaled continued disagreement between Washington and Moscow on the participants at the conference, saying it should include more interested parties than previous diplomatic gatherings. It was an apparent reference to Iran, which the United States and the Syrian opposition don't want to see involved in any negotiation.

The one-on-one Paris meeting between Kerry and Lavrov, to be immediately followed by a dinner that includes French Foreign Minister Laurent Fabius, occurred as Sen. John McCain slipped into Syria Monday to meet with rebels, and at an increasingly dangerous time for the country.

For the past week, regime troops and allies from Lebanon's Hezbollah ? and even some Iranian fighters ? have waged an offensive in Qusair, gaining ground against the rebels behind intense bombardments of the strategic western Syria town.

Hezbollah's enhanced role poses an assortment of concerns for the Obama administration, with the group's leader, Hassan Nasrallah, vowing over the weekend that his militants would back Assad to victory.

Beyond providing powerful reinforcements to Assad's regime, Hezbollah's involvement increases the risk of spillover into Lebanon, a country as ethnically divided and fragile as Syria. Two rockets struck a Hezbollah stronghold in southern Beirut on Sunday, raising fears that the country could be plunged back into civil war.

And any conflict with Hezbollah threatens to drag in Israel, which has proven with airstrikes it won't tolerate large-scale and advanced weapons transfers to its northern border. Lebanon's state-run news agency reported one missile fired from that area toward the Jewish state on Sunday night.

For Kerry and other would-be peacemakers, the confluence of developments only reaffirms the need for a serious peace process to begin.

The Americans have stressed that any talks be carried out in good faith and lead to the full transfer of power to an interim government. Logic, they say, compels that this government not include Assad or other members of his government culpable in widespread abuses.

Getting to the talks hasn't been easy. Kerry is waiting for Syria's Sunni-led opposition coalition to unearth itself from a mountain of internal divisions, from adding new representatives to determining how Islamist or how secular to define their movement.

Opposition leaders met among themselves Monday in Istanbul for the fifth straight day. And while they've grappled for unity, they haven't given a firm yes to the peace strategy outlined by Kerry and Lavrov earlier this month.

McCain spokeswoman Rachel Dean confirmed the Arizona Republican met with rebels in Syria. She declined further comment. McCain has been a leading proponent of arming the rebels and other aggressive military steps against the Assad regime.

Russia has achieved, rhetorically at least, greater success. The Syrian government said Sunday it agreed "in principle" to send delegates to Geneva, strengthening Moscow's hand ahead of any direct ? and potentially proxy ? U.S.-Russian diplomatic negotiations.

With Syria's opposition scrambling politically and militarily, the European Union apparently is moving to bolster the opposition effort.

British Foreign Secretary William Hague said Monday the EU has decided to lift the arms embargo on the Syrian opposition while maintaining all other sanctions against Bashar Assad's regime after June 1.

The Obama administration has been mulling a similar step for months. Despite Assad's military advances and evidence that his forces used chemical weapons against the rebels, the Obama administration remains wary about getting too involved.

Syria fighting rages, more chemical attacks reported

BEIRUT (Reuters) - Heavy fighting raged around the strategic Syrian border town of Qusair and the capital Damascus on Monday and further reports surfaced of chemical weapons attacks by President Bashar al-Assad's forces on rebel areas. Intensified government offensives are widely seen as a bid to strengthen Assad's position before a peace conference proposed by the United States and Russia for next month.

More than 70 killed in wave of Baghdad bombings

BAGHDAD (Reuters) - More than 70 people were killed in a wave of bombings in markets in Shi'ite neighborhoods across Baghdad on Monday in worsening sectarian violence in Iraq. No group claimed responsibility for the blasts. But Sunni Muslim Islamist insurgents and al-Qaeda' s Iraqi wing have increased attacks since the beginning of the year and often target Shi'ite districts.

Toronto mayor loses two more top aides after crack scandal

TORONTO (Reuters) - Two top aides quit Toronto Mayor Rob Ford's office on Monday as the embattled leader of Canada's biggest city faces lingering allegations he was caught smoking crack cocaine on video, accusations he has firmly denied. The departures of the mayor's press secretary and deputy press secretary came just days after Ford fired his chief of staff. The mayor confirmed on Monday that both George Christopoulos and Isaac Ransom left of their own accord.

On Memorial Day, Obama pays tribute to fallen

ARLINGTON, Virginia (Reuters) - President Barack Obama paid tribute on Monday to fallen men and women of the U.S. armed services during a Memorial Day ceremony in which he reminded Americans that the country was still at war. SANTIAGO/BUENOS AIRES (Reuters) - Chilean and Argentine authorities on Monday declared a red alert and ordered the mandatory evacuation of a 25-km (15.5-mile) radius around the active Copahue volcano, which straddles the border between the two Andean nations. The volcano - located some 500 km (310 miles) south of capital Santiago, between Chile's Bio Bio region and Argentina's Neuquen province - has seen increasing seismic activity in recent weeks but has not erupted, Chilean authorities said.

Riots put Sweden's open-door immigration policy in spotlight

STOCKHOLM (Reuters) - Sweden's worst riots in years might benefit a far-right party in elections next year if scenes of immigrants burning cars and smashing up buildings cause voters to rethink their traditional welcome to foreigners. Even before the week of riots in the poorer neighborhoods of Stockholm, immigration had become a hot political issue, as the number of asylum seekers reached record levels.

Historic mafia case to put Italian state on trial

PALERMO, Italy (Reuters) - Sicilian mob bosses and high-ranking Italian officials, both former and current, went on trial on Monday over allegations they held secret negotiations to stop a wave of deadly mafia bombings in the early 1990s. The trial stems from a murky and tumultuous period in Italian history when the "Bribesville" corruption investigations t brought down the political establishment around the same time as a string of mafia bombs killed 21 people.

Egyptian presidency tries to ease concerns over NGO law

CAIRO (Reuters) - Egypt's presidency will soon unveil a new draft law on civil society and NGOs that should ease Western and opposition concerns over proposals seen as a threat to the new democracy, a presidential adviser said. The opposition condemned an earlier draft law by the Muslim Brotherhood's Freedom and Justice Party to regulate human rights groups and other private organizations, saying it was more restrictive than laws under deposed leader Hosni Mubarak.

Bashir threatens to close oil pipeline in row with South Sudan

KHARTOUM (Reuters) - Sudan will close a pipeline carrying oil exports from South Sudan if Juba continues to support rebels operating on Sudanese soil, President Omar Hassan al-Bashir said Monday. The long-time foes agreed to resume cross-border oil flows in March but relations have worsened in the past days over Sudan's accusations, which are denied by South Sudan.

Protests over murdered British soldier, pressure on Cameron

LONDON (Reuters) - Around a thousand far-right protesters shouting "Muslim killers, off our streets" marched through central London on Monday against a backdrop of swelling anti-Muslim feeling following the killing of a British soldier last week. Lee Rigby, a 25-year-old soldier, was hacked to death in broad daylight in a south London street by two men who said they killed him in the name of Islam. The attack has shocked Britain and stirred an anti-Muslim backlash, including attacks on mosques.

Not that there isn't a long way still to go, but virtually every month statistics emerge to suggest the average fuel efficiency of vehicles in the U.S. has gone up another few fractions of a percent.

There are still winners and losers though, so we decided to think positive and look at the winners--just what are the most efficient gasoline, diesel, hybrid and plug-in vehicles available right now?

Gasoline: 2013 Scion iQ
?36 MPG city, 37 MPG highway, 37 MPG combined

The 2013 Scion iQ sticks to a simple formula to achieve the gas mileage it does: A small, light body, a small-capacity gasoline engine, and that's about it.

Several regular gasoline vehicles beat the iQ's 37 MPG highway figure--40 MPG is now not uncommon--but with a continuously-variable transmission and 1.3-liter engine it fights back with strong city mileage.

The compact size makes it easy to drive in the city too, and even easier to park by the curb. Don't expect to take too many passengers though--it may be a four-seater by trade but you'll realistically fit no more than three, and you're better folding the rear seatback down and improving its luggage space.

Diesel: 2013 Volkswagen Passat TDI
?31 MPG city, 43 MPG highway, 35 MPG combined

It's a Volkswagen-Audi washout at the top of the diesel charts, though that might change when the Chevrolet Cruze Clean Diesel and Mazda Mazda6 Sky-D both go on sale.

Until then, the Passat TDI is the most efficient diesel model you can buy, and it's a particularly excellent highway performer. It uses the same 2.0-litre TDI engine as every other VW and Audi of this size or smaller, and offers a surprising turn of pace and excellent refinement for a diesel.

Not a fan of the Passat's size or shape? Worry not--you can find the same engine, with barely lower fuel efficiency, in everything from the classy Audi A3, through the practical Jetta wagon, to the funky Beetle and Beetle Convertible models.

Hybrid: 2013 Toyota Prius C
?53 MPG city, 46 MPG highway, 50 MPG combined

Both the Prius C and its larger, more iconic Prius stablemate achieve 50 MPG combined, and each offers slightly different strengths.

The Prius C is cheaper, naturally, but it's also a little more agile and even better suited to city driving, with the higher city EPA rating. The regular Prius is the more spacious, and its superior aerodynamics and larger engine help it manage better highway figures.

Plug-in hybrid: 2013 Toyota Prius Plug-In
?51 MPG city, 49 MPG highway, 50 MPG combined, 95 MPGe blended

The plug-in hybrid market is still relatively small right now, awarding the Prius top spot almost by default.

It's selling in modest numbers and doesn't really break any new ground, but based on the already-efficient Prius it's always going to be inexpensive to run, particularly when that 11-mile electric and gas blended mode is considered--over which the Prius achieves 95 MPGe.

Driving thrills aren't on the agenda, but the Prius should be trouble-free to own and relaxing to drive.

Electric: 2013 Fiat 500e
?122 MPGe city, 108 MPGe highway, 116 MPGe combined

There are actually four answers to the question, "what's the most efficient electric car on sale?"

Technically, the 2013 Scion iQ EV is--at 121 MPGe combined, or just 28 kWh per 100 miles. Only you can't get one for love nor money, which is poor even by compliance car standards. The Honda Fit EV is next up at 118 MPGe combined, but while you can at least put one on your driveway, it's lease-only.

The 500e is the most efficient electric car you can actually buy and own, which is why we've awarded it the top spot. But if you wanted to go further, the 500e is still a compliance car and therefore only available to a very limited number of people--meaning the 115 MPGe, 29 kWh/100mi 2013 Nissan Leaf would actually come top. But for those who have access to one, it's the 500e that wins here. More fun than the Leaf, too.

Border entry fee study sparks northern opposition

SEATTLE (AP) -- By Michael Hill's estimation, 90 percent of the people pumping gas at his station just south of the U.S.-Canada border in Washington state are Canadians.

Gas north of the 49th parallel, he said, is about $1.30 per gallon more expensive than in the United States. But that's not the only product that Canadians seek in visits to Washington state: Beer, wine and milk are significantly cheaper (beer and wine alone are roughly half the price in the U.S.).

Add a strong Canadian dollar and the result is a key element of the economy in the towns of Whatcom County. For example, the town of Blaine, population just shy of 5,000, generates over $225,000 from a penny per gallon gas tax, which is about 30 percent of its street maintenance budget.

That's why Hill and others are troubled by the notion of charging a fee to enter the U.S. by land. Last month, in its 2014 fiscal year budget proposal, the Department of Homeland Security requested permission to study a fee at the nation's land border crossings.

"It's a deterrent," said Hill, whose station is fully stocked with wine and has a reader board that says "Thank you Canadians."

"They should be doing anything they can to get them down here to buy more," he added.

That lone request sparked wide opposition among members of Congress from northern states, who vowed to stop it. A fee, they say, would hurt communities on the border that rely on people, goods and money moving between the U.S. and Canada.

"The imposition of such a toll would act as a barrier to the greater economic integration that we seek, and is the absolute last thing we should be doing to grow our economy," stated a letter sent to Homeland Security Secretary Janet Napolitano earlier this month signed by 18 Republican and Democratic House lawmakers.

Democrat U.S. Sen. Patrick Leahy of Vermont is sponsoring an amendment to the immigration reform bill that bars Homeland Security from conducting the study. The senator has also promised to stop any funding for the study. In the House, Democrat Rep. Suzan DelBene of Washington state introduced a bill to stop the creation of a fee.

This week an amendment by Democrat Rep. Bill Owens of New York to stop the study was introduced to the House to the Department of Homeland Security Appropriations Bill.

Lawmakers and people from the southern border, though, did not show such strong opposition, highlighting a north-south divide on how to pay for border infrastructure.

Democrat Congressman Ruben E. Hinojosa, who represents a district in Texas that includes McAllen and its nearby border region, said fees would be good if the revenue stream is used to improve infrastructure.

"I would support crossing fees only if the funds garnered would be used to upgrade our facilities, provide better equipment for our agents, or used for the hiring of more agents at our border crossings," Hinojosa said.

Currently it costs nothing to enter the country by land. Air and sea crossings already have a fee of under $2, which are included in ticket prices.

The proposal would mean creating a pilot program that tests all the steps needed to create a fee collection ? short of actually collecting money. The proposed fee would offset costs of providing border screening and infrastructure. Customs and Border Protection did not specify the cost of the study.

The quick response from northern states lawmakers bolsters the thought that the study won't happen this fiscal year, said Ken Oplinger, president of the Bellingham/Whatcom County Chamber of Commerce in Washington state.

But he thinks that due to the expensive border security measures that have been implemented since Sept. 11, the idea could make a comeback in the future unless other sources of funding not reliant on a border fee appear.

One of busiest northern border crossings ? the Peace Arch ? is located in Whatcom County. It connects Washington state with British Columbia. In places, the border is just farmland, with no wall or fence and grazing cows. About 12,000 people cross the border there every day, according to CBP figures.

Oplinger has two main concerns. The lesser is people who will refuse to pay the toll and thus stop visiting Whatcom County all together. His greater worry, however, would be any increase to the wait time at the border. He said border traffic has just fully rebounded to pre-Sept. 11 volumes, adding that on summer weekends the wait to enter the U.S. can be as high as two hours. He fears that adding some sort of mechanism to collect the toll would mean more waiting time.

Border fees, albeit local ones, already exist on the southern border. In Texas, local municipalities charge fees to use bridges that connect Mexico and the U.S.

For Kenn Morris, president of marketing research firm Crossborder Group Inc. in San Diego, the future of the border is in public-private partnerships, unless the government acts to improve ports of entry. For example, a private company operates and builds a port of entry, booths and roads, and charges a fee to recoup investments.

"I think that it's inevitable that more border regions use those tools and those who don't want to use it that's they're choice, but they shouldn't take the ability for other regions to at least look at that option," he said. "For those regions that want the ability to charge a fee, we need good analyses to create good policy."

Citing a 2009 University of Texas study, Morris said tolls at the border don't affect traffic flow negatively, but provide a source of revenue to build more border infrastructure.

At the nation's busiest border entry at San Ysidro in California, 50,000 vehicles and 25,000 pedestrians go north from Mexico every day. For the past few years, Congress has sent chunks of money to improve the infrastructure. In his last budget, President Barack Obama asked for $226 million to continue the improvements.

In the meantime, people face hours of waiting every day.

"People are tired of waiting," Morris said.

Listen to the voice of God: Morgan Freeman was not actually sleeping during an early-morning interview on Wednesday.

The 75-year-old actor was sitting next to Michael Caine during a chat with Seattle's FOX affiliate Q13, when he appeared to doze off as Caine spoke. The two were promoting their new film, "Now You See Me."

But seeing is not believing, Morgan wrote on his Facebook page late on Thursday.

"I wasn't actually sleeping," said the Oscar-winning actor. "I'm a beta tester for Google Eyelids. I was merely updating my Facebook page."

He added a photo of himself giving the camera the thumbs up.

Over 17,000 fans approved, leaving over 700 comments.

Earlier, he posted a note reminding people to watch him on "The Daily Show" Thursday night -- where he did not fall asleep. But his note hinted sleep could occur at any moment: "You won't want to miss me on 'The Daily Show With Jon Stewart' tonight at 11pm/10 Central, it's going to be a good one. And set your DVR's too...just in case you fall asleep."

18 hurt in shuttle bus crash near Atlanta airport

COLLEGE PARK, Ga. (AP) ? Eighteen people were taken to the hospital Friday, at least two in serious condition, after they were hurt in a crash between a hotel shuttle bus and a tractor-trailer near Atlanta's airport, officials said.

Atlanta Fire Rescue Department spokeswoman Janet Ward said the accident happened around 10:30 a.m. and that it's not immediately clear what caused the accident.

Ward says there were 18 people on the bus at the time. A Grady Memorial Hospital spokeswoman said emergency personnel there are treating 10 people, eight with minor injuries and two serious. The other victims were taken to Atlanta Medical Center.

Ward says the bus served Hampton Inn, Fairfield Inn and Hilton hotels and was headed to Hartsfield-Jackson Atlanta International airport.

The Atlanta Journal Constitution reports that according to the markings on the bus, the shuttle was operated by MTI Limos. A call to the operations manager of the company was not immediately returned.

Overhead shots from WSB-TV show the shuttle ran into the left side of the trailer that was stretched across the road.

Shuttles are a common sight at the world's busiest airport, operated by hotels and off-airport parking services.

DETROIT (AP) - Add another near miss in this 2013 baseball season - this time it was Detroit's Anibal Sanchez falling just short of a no-hitter.

Sanchez's bid was broken up with one out in the ninth inning Friday night when Minnesota's Joe Mauer hit a clean single up the middle. That was the only hit the right-hander allowed in the Tigers' 6-0 victory over the Twins. It was the fourth one-hitter of Sanchez's career, to go along a no-hitter he threw as a rookie back in 2006.

"It's not that I go to the mound and want to do something special, it's just that I want to go nine innings, go deeper, get a good command, get a good game," Sanchez said. "When I come to the eighth inning, I think about it. But when I come to the ninth inning, it's really tough with those guys."

After seven no-hitters in 2012, baseball is without one so far this season. There have been plenty of close calls. Before Sanchez, four other pitchers had already thrown one-hitters in 2013, according to STATS. And that doesn't include Yu Darvish of Texas, Clay Buchholz of Boston and Adam Wainwright of St. Louis, all of whom had no-hitters in the eighth inning or later but couldn't finish the job.

Darvish came within an out of a perfect game at Houston on April 2. He allowed a hit and didn't finish the game.

Mauer, meanwhile, is making a habit of playing spoiler. It's the third time in his career he's broken up a no-hitter in the ninth inning, according to STATS.

"He's nasty, and he had everything working tonight," Mauer said. "Obviously, you know exactly what is happening, and you don't want to get no-hit. I'm just up there trying to put the bat on the ball. He threw me a really good cutter and I was just able to square it up."

It was Sanchez's second gem in about a month - he set a franchise record with 17 strikeouts in eight marvelous innings against Atlanta on April 26.

Sanchez (5-4) struck out 12 on Friday and allowed three walks - staying remarkably calm on the mound all the while.

"He called me out to the mound. In the middle of a no-hitter," Tigers catcher Alex Avila said. "I've been in the middle of a no-hitter a few times, in the sixth, seventh inning, I don't think a pitcher's ever called me out to the mound. ... He just forgot what signs we were using when there's a guy on second base."

The home crowd gave Sanchez a standing ovation when he came out to start the ninth, and he immediately struck out Jamey Carroll. Mauer followed with a line drive up the middle - to almost the same spot where Pittsburgh's Josh Harrison's hit landed last year when he broke up a no-hit bid by Detroit's Justin Verlander, also with two outs to go.

Sanchez instinctively reached up for Mauer's hit, but there was no chance for anyone - least of all the pitcher - to catch it. Sanchez then jerked his head back and spun in frustration, but with a bit of a smile on his face.

"We got the hit, but that doesn't change anything," Mauer said. "He still blew us away."

After Sanchez struck out the next two hitters to end the game, he shared a hug with Avila. Sanchez threw 130 pitches.

"In the end, it's the result of my work. I try to figure out, to put my ball in the strike zone," Sanchez said. "It's a nice result, and I take it."

Jordan Zimmermann of Washington, Chris Sale of the Chicago White Sox, Shelby Miller of St. Louis and Jon Lester of Boston have also thrown one-hitters this season. Matt Harvey of the New York Mets allowed one hit in nine innings against the White Sox on May 7, but that game went 10 innings and he didn't finish it.

The last-place Twins have lost 10 straight, and their starting lineup against Sanchez included four players hitting .212 or worse. Carroll drew a walk to lead off the game, and Sanchez issued another to Chris Parmelee in the second. Then the 29-year-old Sanchez, acquired by the Tigers from the Miami Marlins at midseason last year, settled into quite a groove.

He fanned Mauer for the third out of the third, then struck out the side the fourth.

Parmelee led off the fifth with a hard grounder up the middle that Sanchez was able to field himself. The following inning, Brian Dozier nearly broke up the no-hit bid when he hit a slow roller to shortstop Jhonny Peralta and almost beat the throw the first.

Sanchez then struck out Carroll and Mauer to end the Minnesota sixth.

With one out in the eighth, the Twins finally got another runner on base when Eduardo Escobar walked. That snapped a streak of 18 straight hitters retired by Sanchez, but he bounced back to retire pinch-hitter Ryan Doumit on a grounder to first. Pinch-hitter Chris Colabello followed, and with the crowd on its feet, he was called out on strikes.

Miguel Cabrera hit a two-run single in the second, upping his RBI total to 57. Don Kelly added a two-run homer the following inning.

Minnesota's Samuel Deduno (0-1) allowed six runs and nine hits in 5 1-3 innings.

The most recent no-hitter thrown by a Tiger was in 2011, when Verlander tossed the second of his career. The Twins were no-hit last year by Jered Weaver of the Los Angeles Angels.

NOTES: Sanchez's no-hitter as a rookie came Sept. 6, 2006, against Arizona. He was pitching for the Marlins then. ... Sanchez threw 121 pitches before being taken out of his 17-strikeout game against the Braves, but there was no way manager Jim Leyland was pulling him Friday while the no-hit bid was in progress.

BTG says interventional medicine buys could boost sales to $1 bln

By Paul Sandle

LONDON (Reuters) - British pharmaceutical company BTG announced two deals on Thursday that it said could create an interventional medicine business with potential sales of $1 billion.

Chief Executive Louise Makin told Reuters the deals would more than double BTG's revenues in the fast-growing market of targeting specific areas rather than administering drugs to the whole body.

BTG added to its liver cancer treatments by agreeing to buy the targeted therapies division of Nordion Inc for about $200 million, adding Therasphere radioactive glass beads to its chemotherapy beads unit.

It is also buying EKOS Corp for an initial $180 million, plus up to $40 million in future payments, to gain a treatment for severe blood clots, which can be fatal if they cause a pulmonary embolism.

Some of the cost of buying the Nordion unit will come from the placing of 32.8 million new shares, representing just under 10 percent of BTG's share capital, BTG said.

"Together we can see we are going to have the potential to build a $1 billion business," Makin said in an interview on Thursday. "We are going to have the important products for the vascular surgeons, the interventional radiologists and the interventional cardiologists."

Shares in the group were trading 0.2 percent lower at 338 pence by 11:49 GMT, outperforming a 2.2 percent weaker mid-cap index.

Analysts Savvas Neophytou at Panmure Gordon and Peel Hunt's Paul Cuddon both upgraded BTG to "buy" from "hold" on the back of the deals.

Cuddon said he did not expect the acquisitions to boost earnings in the next two years but in the longer term they could make BTG "a more compelling M&A target with critical mass in interventional medicine."

RADIOTHERAPY AND CHEMOTHERAPY

Makin said Therasphere would complement the Biocompatibles chemotherapy beads business it bought two years ago, giving it targeted delivery systems for both radiotherapy and drugs.

Liver tumors, the world's third most common cancer, respond well to targeted treatments because the organ's detoxification function can hamper conventional drugs.

EKOS Corp's EkoSonic product was also a good fit, Makin said, because the doctors that treat deep vein thrombosis were also potential customers for BTG's Varisolve treatment for varicose veins, which has been filed for regulatory approval.

"Varisolve they will be using in the clinic and EkoSonic when they are in the hospital," she said.

EkoSonic had sales of $28 million last year, but was growing at around 30 percent a year, she said, and had the potential to reach more than $100 million in sales.

Award given to internationally acclaimed quantum physicist Maciej Lewenstein

"Our celebration has now already become a regular occasion to raise awareness of the outstanding research areas at our university and to forge contacts with other leading researchers," said Professor Dr. Matthias Neubert, Director of the GRC and head of the Theoretical High-Energy Physics group at JGU. "We would especially like to use this celebration, now being held for the third time, to honor the excellent academics at our university and to pay tribute to an international researcher through the granting of the Gutenberg Research Award." This year's award was given to the quantum physicist Professor Dr. Maciej Lewenstein, who heads the quantum optics theory group at the Institute for Photonic Sciences in Barcelona, Spain.

Johannes Gutenberg University Mainz established the Gutenberg Research College in 2007 to highlight the university's academic strengths and to promote promising new research fields. Individual academics and researchers are provided with support in the form of fellowships. The awarding of fellowships is the most important strategy employed by the GRC.

This year, two new fellows have been officially introduced as new members of the GRC: the economist and education researcher Olga Zlatkin-Troitschanskaia and the particle physicist Matthias Schott.

Prof. Dr. Olga Zlatkin-Troitschanskaia has held the chair of Economics and Business Education at JGU since 2006. Since her appointment at Mainz, she has attained a considerable reputation among both the German-speaking and the international research community in the field of economic and educational research. Besides, she has achieved extraordinary results in the support of young researchers. With the fellowship, the GRC recognizes her success and wants to support her future activities at JGU.

Dr. Matthias Schott, Junior Professor of Particle Physics, has been appointed to a Lichtenberg Professorship at JGU in early 2013 and is currently building up a research group with support from the Volkswagen Foundation. He will focus on the highly precise measurement of the mass of the W boson, the particle that mediates the weak interaction. The team is part of the Experimental Particle and Astroparticle Physics (ETAP) group at JGU, and its investigations will be conducted primarily at CERN's Large Hadron Collider (LHC) near Geneva. The results of these precise measurements should help us to better understand the structure of matter. The project has particular significance in view of the recently announced discovery of the Higgs boson at CERN and is closely linked with other research activities in the new Cluster of Excellence PRISMA.

This year's Gutenberg Research Award winner, Maciej Lewenstein, works in the field of quantum physics and has been involved in an extraordinarily broad spectrum of research areas, including quantum optics, the quantum physics of ultra-cold atoms and other many-body systems, the theory of quantum information, and attosecond physics. Thanks to his numerous and highly-cited publications, Lewenstein enjoys a reputation as excellent researcher. He has played a critical role in explaining phenomena in quantum physics, for which he has received numerous prizes and endowments, such as a fellowship of the American Physical Society, a Humboldt Research Award and an ERC Advanced Grant.
