Apple Inc may continue to import and sell certain older iPads and iPhones made to use on AT&T's network, U.S. Trade Representative Michael Froman said on Saturday in overturning a ban issued by a trade panel. Froman overturned a June decision by the International Trade Commission, which ruled that some Apple products infringed a patent owned by Samsung Electronics and ordered Apple to stop selling the popular devices. "This decision is based on my review of the various policy considerations ? as they relate to the effect on competitive conditions in the U.S. ?

LUFKIN, TX (KTRE) -

The Winnie Berry Humane Society is hoping to make a significant impact on the number of unwanted pets and lower the euthanasia numbers in Angelina county by offering $5 sterilizations thanks to a new grant.

For the first time ever in Angelina County, a sizeable grant from PetSmart Charities will shine a light on what the animal welfare community is doing to curb the growing unwanted pet population.

Winnie Berry Humane Society, Board of Directors Member, Reece Hubbard says, "We've gotten a grant from PetSmart Charities and it's basically to lower the unwanted pet population in parts of Angelina county and in Lufkin."

The grant allows for Winnie Berry Humane Society to offer $5 sterilizations to nearly 1,000 pets in the 75904 zip code in Lufkin.

"It gives us the opportunity to give a discounted spay/neuter program to the people in zip code 75904," said Hubbard. "In doing this, it actually lowers the euthanization numbers for the county."

The concept is fairly simple, the grant provides funds to sterilize 960 dogs and cats in geo-specific area.

"Every single animal that isn't spayed or neutered in that area to get them all done within a year," said Executive Director of Winnie Berry Humane Society, Paula Divello. "What that does is it wipes out the chance of unwanted pets being born in that area in a very short period of time so it has a direct effect on euthanasia numbers."

And judging by the number of people inundating the humane society to sign up for the $5 spay-neuter program, there is a lot of work to do. ?

But Director of Kurth Memorial Animal Shelter, Aaron Ramsey, says there's more to it.

"The critical piece to controlling the animal population is educating the public on the importance of spaying/neutering their animals so it's a team effort and all of us working together will definitely make a difference," said Ramsey.

Of course, the ultimate goal for any animal welfare caretakers is to reduce the pet euthanasia numbers, if not eliminate them all together.

"The end goal of any city who continuously tries things like trap-neuter-release, low-income or low-cost geo-targeted spays and neuters is to eventually become no-kill,"said Divello.

So what about if you don't live in zip code 75904, there are other low-cost programs available in the area.

The humane society also receives an annual grant from the T.L.L. Temple Foundation to fund the low-income program.

"The low-income program that we receive from the T.L.L. Temple Foundation is designed for those people who cannot afford to have a surgery and it covers Angelina county and the surrounding areas," said Divello. "If anybody makes $30,000 or less per year, it's $35-$55 for the surgery and we can also include the rabies shot."

This annual grant allows for about 760 low-cost spay neuters.

Virginia Private College Week to boost campus visits

Salem - Summer is the time for high school juniors and seniors to visit colleges and universities to explore which school is the best fit for them.

Students are invited to participate in Virginia Private College Week, hosted by the Council of Independent Colleges in Virginia, from July 29-Aug. 3.

The week is designed to encourage students to visit as many of the 25 colleges that are members of this council as possible, including Roanoke College.

"Families usually tend to set aside this week for college visits," said Pat LeDonne, who is director of admissions at Roanoke. "They can usually hit about 11 schools in the given time frame."

Advertising for Private College Week has proven to be effective for Roanoke in the past. Last year, more than 125 families visited Roanoke for tours and information sessions.

If students visit at least three campuses that are members of the council during Private College Week, they will receive three application fee waivers to the schools of their choice. Should students chose to apply to Roanoke, they will save $30.

At Roanoke, tours of the campus will be held July 29 through Aug. 3. There will be two tours and information sessions daily, with the first beginning at 9 a.m. and the second at 2 p.m. On Aug. 3, only a 9 a.m. session will be offered.

"This week is always successful for us here at Roanoke," LeDonne said. "We're always busy with visits, but Private College Week really helps us to show the school to potential students."

Annual Puerto Rican Parade held

The annual Puerto Rican Parade kicked off Saturday.

The parade started at Liberty Pole Way and traveled to Broad Street.

The theme for this year's parade is "Our history, what is yours." The goal of the parade is to raise awareness of the contributions Hispanic people have made and continue to make throughout history in the United States.

The parade is a prelude to the annual Puerto Rican Festival, which gets underway next Friday at Frontier Field.

CBS blocks Time Warner Cable customers online

Time Warner Cable customers in several major U.S. cities, including New York, Los Angeles and Dallas, have been without CBS programming since Friday, when negotiations over retransmission fees broke down. And now, thanks to a decision by CBS, those viewers andcustomers will feel squeezed out online: The network has decided to block them from accessing programming that would normally be available on the Internet, as well.

"If Time Warner Cable is a customer's Internet service provider, then their access to CBS full episode content via online and mobile platforms has been suspended as a result of Time Warner Cable's decision to drop CBS and Showtime from their market," CBS spokesperson Dana McClintock told TODAY.com.?

"As soon as CBS is restored on Time Warner Cable systems in affected markets, that content will be accessible again," she added.

That said, some TWC customers are still able to access CBS.com programming -- at least for now. As the spokesperson noted, "There are some instances where TWC customers have reported being able to watch. It's not 100%."
