Clinton says U.S. can work with China in Pacific

RAROTONGA (Reuters) - The United States will buttress security partnerships across the Pacific as it strengthens ties with island nations, but also hopes to work more closely with China as Beijing expands its own influence in the region, U.S. Secretary of State Hillary Clinton said on Friday.

Clinton arrived in the tiny Pacific outpost of the Cook Islands for this year's Pacific Islands Forum, part of Washington's effort to woo nations across the Asia-Pacific which are increasingly coming under China's shadow.

Clinton told the gathering, which represents 16 independent and self-governing states ranging from Australia and New Zealand to smaller islands such as Tuvalu and Nauru, that the United States was in the region for the long haul.

But she also played down growing perceptions of a U.S.-China rivalry in the region, declaring "the Pacific is big enough for all of us" and dismissing the notion that expanded U.S. activity was "a hedge against particular countries."

"We think it is important for the Pacific Island nations to have good relationships with as many partners as possible, and that includes China as well as the United States," Clinton told a news conference with New Zealand Prime Minister John Key.

"We want to see more international development projects that include the participation of China," Clinton said, citing disaster relief, maritime security and preserving bio-diversity.

"We think that there's a great opportunity to work with China and we're going to be looking for more ways to do that," she said.

China's Vice Foreign Minister Cui Tiankai is also attending the Pacific forum and told reporters Beijing's presence in the Pacific was not about geo-political influence.

"We are here in this region not to seek any particular influence, still less dominance," Cui told a news conference before Clinton made her remarks.

"We are here to work with island countries to achieve sustainable development, because both China and the Pacific island countries belong to the rank of developing countries.

"Although we are far away geographically, although we have different national conditions....we are faced with very similar tasks of achieving sustainable development, of improving the lives of our peoples."

CLINTON HEADS TO CHINA

Despite her softer tone on China -- which comes just four days before she pays a visit to Beijing next week -- Clinton also sought to underscore the benefits of the "American model of partnership" in a region where China has in recent years dramatically stepped up its diplomacy and foreign assistance.

She announced more than $32 million in new U.S. programs on issues ranging from sustainable development, climate change and marine protection.

But Clinton also stressed that the United States plays a crucial security role in the region, noting that the U.S. Coast Guard already has formal partnerships with nine Pacific Island nations and was working to build more as part of a broader "pivot" to the Asia-Pacific.

"All of us have an interest in maintaining peace and security in the Pacific," Clinton said, adding the United States was committed to helping fight illegal and unregulated shipping, patrol fishing grounds, and combat other human trafficking.

In a signal of Washington's security emphasis on the region, U.S. Pacific Command (PACOM) chief Admiral Samuel Locklear also traveled to Rarotonga to hail joint maritime exercises and cooperation on issues such as cleaning up unexploded ordinance left over from the Second World War.

"U.S. PACOM is committed to supporting our Pacific Island partners," Locklear said.

RIVALRY WITH CHINA

Clinton's trip to the South Pacific has spurred some criticism in China, where some commentators accused the United States of seeking to stir up trouble as Beijing's economic and political influence expands.

In recent trips to other regions of the world, most notably Africa, Clinton has sought to contrast the U.S. approach to cooperative economic development with other models such as China's, which focus more on condition-free loans and extractive industries such as mining and timber.

Beijing is financing projects across the region including constructing parliament buildings, airports, roads and hospitals and giving out grants for Chinese language instruction.

Clinton depicted these efforts, which some local analysts say appear aimed at building Beijing's influence in multilateral organizations such as the United Nations, as not necessarily at odds with U.S. interests -- although she pointedly noted that sometimes China's methods were open to criticism.

"Here in the Pacific we want to see China act in a fair and transparent way," Clinton said.

The three-day visit by Clinton and the 60-odd person U.S. delegation to the Cook Islands - which is in free association with New Zealand - was a major event for the nation's main island of Rarotonga, which has only about 11,000 people.

"We are encouraged by you and your government's commitment to strengthen the United States government's engagement in our region," Cook Islands Prime Minister Henry Puna said in his welcoming remarks.

Clinton's trip will continue to Indonesia and China next week, where her new conciliatory tone will be put the test in talks expected to focus on rising tensions in the South China Sea where Beijing is at odds with several of its southern neighbors over territorial claims.

Clinton will finish the trip with stops in Brunei and East Timor before heading to the Russian port city of Vladivostok, where she will represent U.S. President Barack Obama at this year's Asia Pacific Economic Cooperation (APEC) summit of regional leaders.

DETROIT While many might see the case for programs to prevent adolescent cigarette smoking as already made, a pair of Wayne State University researchers believes that due to increasingly challenging economic times, policymakers need to be reminded to continue allocating funding for such programs.

Xinguang Chen, M.D., Ph.D., professor of pediatrics in the School of Medicine, and Feng Lin, Ph.D., professor of electrical and computer engineering in the College of Engineering, have found a way to provide policymakers with some hard evidence.

Most adult smokers in the United States report trying their first cigarette before age 18, according to government statistics, with more than 80 percent of established smokers starting before high school graduation. Earlier initiation has been shown to be associated with greater smoking frequency and number of cigarettes smoked per day.

Only about 5 percent of established smokers ever quit completely, Chen said, making prevention in adolescence a critical and strategic priority for tobacco control.

"The number of smokers year to year at any given time is an accumulation of past experience," he said. "Our methodology has the power to glean that information from one cross-sectional survey, overcoming the limit to track people over time."

School-, community- and family-based prevention programs have been effective, he said, but evaluating their success at the national level has been a challenge because of the high cost associated with longitudinal data collection and blank groups for comparison.

"We get so much national survey data every year, but we cannot see the real impact of these programs, or get a feeling for the accumulation and meaning of smoking prevention knowledge they pass along," Chen said.

In "Exposure to School and Community Based Prevention Programs and Reductions in Cigarette Smoking Among Adolescents in the United States 2000-08," supported by funding from the National Institute on Drug Abuse of the National Institutes of Health (grant No. R01 DA022730) and published recently in the journal Evaluation and Program Planning, Chen and Lin describe a methodology and an analytical approach capable of extracting longitudinal information from cross-sectional survey data.

Based on a probabilistic discrete event system, the method requires just one wave of data to assess behavior progression. It treats individuals in multiyear cross-sectional surveys as a series of snapshots of a stable system, overcoming the challenges to previous methods.

Chen and Lin's team examined data on youths age 12 to 17 from the National Survey on Drug Use and Health. They found that fewer of those exposed to prevention programs started smoking, more of them quit if they did start and fewer ex-smokers resumed the habit.

WSU researchers also found that funding cuts made by states to smoking prevention programs from 2003 to 2005 affected those numbers adversely, Chen said, possibly because less money meant that fewer new school and community personnel were trained in how to conduct smoking prevention programs.

Researchers noted a time lag of one to two years between the funding cuts and behavior reversals.

The latter point takes on renewed importance with the beginning of an economic recovery, Chen said. Because state spending on prevention has increased slowly since the time of the cuts, he expects smoking startup, quit and relapse numbers to reverse course.

Chen realizes that policymakers have a number of health-related issues to consider in the funding allocation process, but he said that given the demonstrated, widespread ill effects of smoking on rates of cancer and heart disease, smoking prevention should remain at the top of the priority list because of the health care costs that can be avoided.

"It's an investment," he said. "Given the financial difficulties the nation is facing, policymakers should consider the potentially powerful impact offered by relatively low-cost nationwide substance use prevention campaigns."

8 hurt when car crashes into crowd near LA school

(AP) ? A car plowed into a group of parents and children outside a South Los Angeles elementary school Wednesday afternoon, and eight people were hurt, six of them seriously, firefighters said.

At least some of the people injured outside Main Street Elementary were children, though it was not immediately clear how many, city fire spokesman Erik Scott said.

The crash occurred at about 2:30 p.m., just after school had let out for the day.

The school is about five miles southwest of downtown Los Angeles.

Scott said it was unclear whether the driver is among the injured, under arrest, or being sought.

Helicopter footage from NBC4 showed a child in a pink T-shirt being loaded into an ambulance and a Hello Kitty backpack lying in the street nearby. The footage showed a silver sedan on a sidewalk and a black car on the street next to it, both draped in police tape.

AdWords Adds Geo-Targeting Options in 11 Countries, Including ...

Google is introducing some new geographical targeting options and tweaking others within AdWords, including making the switch to Nielsen DMAs for US metro areas and releasing postal code targeting for Canada. The changes come as the company rolls out city-level targeting and location extensions to new countries.

In the US, the change means goodbye to metro area targeting and hello to designated marketing area (DMA) targeting, a means of delineating media markets trademarked by Nielsen. The switch means marketers advertising both online and on television will be able to reach the same people, if they target the same DMA on both media.

Though Google says there may be some changes in traffic due to the new regions, the company expects the impact to be minor for most advertisers.

In Canada, Google is introducing the ability to target by Canadian Postal Code FSAs, the first three digits of the postal code, which correspond to a certain geographic area. (FSA stands for forward sortation area.) This change, similarly to the introduction of ZIP codes in the US, allows direct marketers to coordinate their online and direct mail efforts to reach the same people.

Elsewhere in the world, AdWords will now have city and regional targeting capabilities in nine new countries. These include: Belgium (city), Bulgaria (region & city), Denmark (city), India (city), Ireland (city), Romania (region & city), Sweden (region & city), Taiwan (city), Vietnam (city).

Location extensions, which allow advertisers to show their nearest location and phone number along with a search ad, will now be available in six new countries ? Belgium, Denmark, Ireland, India, Sweden, and Taiwan.

LOS ANGELES - Arte Moreno invested $250 million in December to get Albert Pujols.

Before Saturday, who would have thought that price was low-ball?

Had Guggenheim Baseball Management taken control of the Dodgers during last season instead of this one, Moreno, in the resultant, unavoidable bidding war for Pujols, might have lost everything up to and including his eyebrows.

Outspending the St. Louis Cardinals took some deep pockets. Outspending these guys would have taken some shallow oceans.

So, Angels fans, embrace your good luck today. After what the Dodgers' new owners just did ? bought, pretty much, the Boston Red Sox ? they almost certainly would have parted with the necessary millions to sign Pujols. Plus another $50 million or so, just to be safe.

These guys have financial clout the same way Melky Cabrera had pharmaceutical clout. To an offending degree.

"We're fortunate," Dodgers general manager Ned Colletti said, "to have the backing that we have here."

Fortunate? That's one way to describe possessing the wherewithal to drop more than a quarter of the billion dollars on an All-Star first baseman, a broken outfielder, a pitcher with six victories in his past 25 starts and Nick Punto.

Now, just imagine how plentiful things will be around here after the Dodgers sign their new television deal after the 2013 season.

If Moreno could sell images of the Angels to Fox Sports for $3 billion, the Guggenheim group might negotiate a TV contract that pays out in caviar made of plutonium spread on toast-points encrusted with diamonds.

"It's clear," Dodgers manager Don Mattingly announced. "We're just here to win."

Or spend more than the gross national product of Indonesia trying.

Hey, we're not whining, not bemoaning the lost art of player development or the newly found art ? at least locally ? of purchasing a pennant. If the Yankees can do it for generations, why can't the Angels and Dodgers do it for now?

When the Guggenheim guys took over the Dodgers in the spring ? price tag: $2.15 billion ? they promised to be aggressive in making home improvements and unafraid of investing the needed funds.

Asked about those claims Saturday, after his owners assumed 14 years and $262.5 million in contracts from the Red Sox, Mattingly had to admit, "Well, I didn't think it would be quite like this."

No one did. No one foresaw 53-year-old Magic Johnson leading a fast break that spews money. No one figured a guy named Mark Walter ? Guggenheim's CEO ? would be agreeing to purchase a $102.5-million outfielder (Carl Crawford) who, because of surgery, currently is incapable of picking up a baseball, never mind throwing the thing.

The Dodgers once built an empire on the backs of a homegrown infield. That was the old-fashioned way of operating, a blueprint as classic and quaint as a Dodger Dog.

Though they say grassroots baseball will remain the foundation, these Guggenheim guys also see no reason to wait around for the sprouts to appear.

The new Dodgers? They could be the first team in baseball history to field a solid gold second baseman.

"It is," Colletti said, "a different place now."

A few hours later, Dodger Stadium was an unglued place. Adrian Gonzalez, the main piece acquired from Boston, homered in his first at-bat, a three-run shot that was as well timed as a Cirque du Soleil routine and at least twice as theatric.

The Dodgers eventually won, 8-2, completing maybe the most dramatic day in baseball history that didn't include someone lifting the World Series trophy.

Gonzalez was born in San Diego, but he obviously understands Hollywood. After flying cross-country just to get here, what better way to continue establishing your new career path than by driving yourself home?

As the son of Mexican parents, Gonzalez would seem to be an ideal fit here, similar to how Fernando Valenzuela's presence once filled Chavez Ravine as sweetly as the sound of the Dodger Stadium organ.

"Wow," Johnson said. "I think we're going to get a different kind of mania going."

So this is what the National League West is now up against. This is what baseball is now up against. This is what the Angels are now up against.

Moreno used to reign over Frank McCourt, who had a paper fortune. The Dodgers' new owners have a paper fortune, too. It's green on one side, gray on the other and, when stacked real high, can buy enough potential and hope to maybe rescue an entire summer.

The rivalry between the Dodgers and Angels never has been more interesting than it is right now. Both teams are desperately pursuing the Southland's next World Series title, willing to pay whatever price ? literally ? is necessary.

It's a great time to be a baseball fan around here, whether you're L.A. or Anaheim, Tinsel Town or Disneyland.

And Gonzalez fit right in, even before that first at-bat. When he arrived at Dodger Stadium for Saturday's game, he did so in a T-shirt bearing the likeness of a cartoon character: Mickey Mouse.

Don't drop ball on nuclear safety: IAEA chief

VIENNA (Reuters) - Improving global nuclear safety after last year's Fukushima disaster must remain an urgent concern, despite improvements already made, the U.N. atomic agency chief said on Monday.

"Much work remains to be done and we must not relax our guard," said Yukiya Amano, director general of the International Atomic Energy Agency, at the start of an IAEA-hosted conference aimed at enhancing international standards to prevent any repeat of Japan's reactor meltdowns.

"The accident may have faded from international headlines but it is essential that all of us - member states, the IAEA and other key stakeholders - maintain our sense of urgency," the veteran Japanese diplomat said.

He was addressing delegates at the extraordinary meeting of the 75-nation Convention on Nuclear Safety (CNS), which was negotiated after the 1986 nuclear disaster at the Chernobyl nuclear plant near Kiev, which sent radioactive dust across Ukraine, Russia, Belarus and western Europe.

Li Ganjie of China's National Nuclear Safety Administration, president of the week-long meeting, said nuclear safety "must know no boundaries", even though this may raise costs. "Without nuclear safety there can be no nuclear power development."

Meltdowns at the Fukushima nuclear plant after the March 2011 earthquake and tsunami sent radiation spewing over large areas, forcing more than 160,0000 people to flee. In the following months, all Japan's remaining reactors were shut for safety checks. Two reactors resumed operation last month.

FUKUSHIMA REACTORS "STABLE"

The worst such accident since Chernobyl also cast a question mark over the future of nuclear energy elsewhere in the world. In Europe, Germany, Switzerland and Belgium decided to move away from nuclear to increase their reliance on renewable energy.

The IAEA has said it believes, however, that global use of nuclear energy could increase by as much as 100 percent by 2030 on the back of growth in Asia, including in China and India.

Amano said "significant progress has been made in several key areas" after the adoption of an IAEA safety action plan last year, including assessments of safety vulnerabilities of nuclear power plants and improvements in emergency preparedness.

"I know you will make good use of this opportunity to consider further measures to strengthen nuclear safety throughout the world," Amano told the CNS states, which include all countries with nuclear power plants except Iran.

Some nations criticized the IAEA plan, approved six months after the Fukushima accident, for recommending voluntary steps instead of mandatory measures.

A senior Japanese official, Shinichi Kuroki, later briefed the conference about conditions at Fukushima, saying the reactors were stable but that decommissioning posed challenges.

Fukushima "is not in a position where we expect any further accidents," said Kuroki, deputy director general of Japan's nuclear and industry safety agency, NISA.

The reactors are "being cooled off in a stable manner" and there is "containment of further radioactivity emitted", he added.

The authors studied radiographic images of 16 patients (eight men and eight women) taken at youth (mean age 16 years old) and maturity (mean age 56 years old). They discovered the lower jaw in both men and women continued to grow with age, creating a larger, squarer jaw line.

According to the study, soft-tissue procedures, such as a facelift, can create the illusion of a smaller lower jaw and may enhance a more youthful appearance.

More than 104,000 facelifts were performed in 2006, according to ASPS statistics.

Pigs Invade Mars in 'Angry Birds Space: Red Planet'

It's official ? space pigs have taken over Mars.

In a humorous but beneficial partnership to both parties, Rovio, the creator of the "Angry Birds" series, has teamed up with NASA to provide something both fun and educational to players of all ages. "Angry Birds Space: Red Planet" is now available for download on both iOS and Android devices, as an update to the currently released game.

With "Red Planet," NASA was able to introduce a familiar vehicle into "Angry Birds Space" ? the?Mars Rover Curiosity, which recently made the trek to Mars, ?much to the delight of millions. Rovio has even found a way to include Curiosity in the game, as players have to track down three hidden Rovers throughout each level.

Long-time "Angry Birds" fans will be pleased to know that the gameplay is still quite addictive, and along with the cool gravity-based elements from the original "Space" game, you have a couple of new items to help you out.

Volcanoes scattered throughout each stage give off huge air gusts that shoot your birds in different directions, keeping them in play. You can also hit asteroids that explode on impact, meaning big trouble for breakable objects ? and the pigs ? alike. [Angry Birds in Space (Gallery)]

In addition to providing arcade-style fun, however, "Angry Birds Space: Red Planet" also educates, as it features links to NASA web pages that discuss Mars in more detail, whether it's the recent Curiosity landing or prior visits to the Red Planet.

"Rovio is teaching huge new audiences about NASA's missions to Mars thanks to this collaboration," said David Weaver, associate administrator for communications at NASA Headquarters in Washington, in a statement. "It's a great way to introduce both kids and adults to the wonders of the planet in a fun and entertaining way."

"Angry Birds Space" has even launched into actual space in the form of a plush toy bird that flew to the International Space Station aboard a Russian Soyuz spacecraft. Once there, NASA astronaut Don Pettit used the toy and green balloons decorated as pigs to give a real-life demonstration of Angry Birds in space.

If you already own the game, the "Red Planet" update is free of charge and available for download now. (If not, the game itself is on sale for $1.) Rovio has said that it will be coming to other platforms in the weeks ahead, though a timetable has not been set. (AP) ? The Los Angeles Dodgers acquired first baseman Adrian Gonzalez, pitcher Josh Beckett and outfielder Carl Crawford from Boston on Saturday, hoping to boost their playoff hopes by taking on the underperforming and high-priced stars who failed to thrive in a fractious Red Sox clubhouse.

Boston also sent infielder Nick Punto and about $11 million in cash to the Dodgers in the nine-player trade that was the biggest in Los Angeles' history. The Red Sox acquired first baseman James Loney, pitcher Allen Webster, infielder Ivan DeJesus Jr. and two players to be named.

"They're in a pennant race and have an opportunity to add talent and were focused on that," Red Sox general manager Ben Cherington said. "It'll be our job to take advantage of this opportunity and build the next big Red Sox team."

Under a rich new ownership group that includes NBA star Magic Johnson, the Dodgers entered the day three games behind San Francisco for the NL West lead and in the midst of the wild-card race. They have dramatically revamped their roster in the last month with trades, acquiring shortstop Hanley Ramirez, outfielder Shane Victorino, starter Joe Blanton and reliever Brandon League and now the three Red Sox players ? Crawford is recovering from surgery ? less than a week before the Aug. 31 deadline for players to be eligible for the postseason.

"We continue to do everything in our power to strengthen our team for the stretch drive in an effort to reach the postseason," Dodgers general manager Ned Colletti said in a statement. "This trade today exemplifies ownership's commitment to making the team as good as possible not only for 2012 but for many seasons to come."

For the Red Sox, who entered the night 13? games back in the AL East, the trade signaled a concession for 2012 and a chance to rebuild without hefty contracts given during an undisciplined foray into free agency that, Cherington conceded, has not worked out. Even with $11 million going to the Dodgers, according to a baseball official with knowledge of the deal, Boston will save more than $250 million in salary from now through 2018.

"To build the team we need and the fans deserve and we want required more of a bold move," Cherington said. "It was a difficult thing to do to trade away four players like this. Beckett, in particular has been here a long time and been here for some of our best times in some of our biggest games."

But Beckett, who was a key part of the team that won the 2007 World Series, was also the ringleader in last year's collapse, when the ballclub went 7-20 in September and missed a playoff spot on the final day of the season. Reports of players drinking beer and eating fried chicken in the clubhouse during games surfaced afterward, and Beckett's haughty demeanor ? and rising ERA ? continued to alienate fans.

The 2003 World Series MVP with the Florida Marlins, Beckett now moves from the home of Dunkin' Donuts to the land of In-N-Out Burger, bringing with him a pair of other players who were not productive enough to justify their contracts. Beckett was due $31.5 million over the next two years; Gonzalez has $127 million coming through 2018; Crawford is due $102.5 million over the next five seasons.

Both Cherington, who replaced Theo Epstein after the September collapse, and manager Bobby Valentine, who was brought in to replace Terry Francona, defended their departing players.

"The bottom line is we haven't won enough games. That goes back to last September," Cherington said. "We just haven't performed on the field. As a team we haven't performed. We've had individuals perform. This is not about the four players we gave up ? anything particularly they did wrong. We just didn't perform as a team."

Players traded in August have to first pass through waivers. Other teams had a chance to claim Gonzalez, Beckett and Crawford before the Dodgers, but their high price tags were likely a deterrent.

Red Sox players said before Saturday night's game against Kansas City that they were surprised to see their longtime teammates gone in a deal that came together quickly. Valentine said the speed of the deal left him little time to think about how it affected the rest of the season and beyond, though he was not as willing as Cherington to talk about 2013 as if the 2012 season was over.

Gonzalez, Beckett and Crawford in the Fenway Park clubhouse had already been cleared out Saturday afternoon. Boston pitcher John Lackey had already claimed Beckett's locker and the others' were left with generic nameplates.

Gonzalez, a former San Diego Padres star, said on Twitter in English and Spanish that he was excited to get back to California. Beckett joined the social media site to thank Red Sox fans, and Punto posted a picture of the three of them on what appears to be a private jet with the caption, "dodgers doing it first class!"

The 32-year-old Beckett is 5-11 with a 5.23 ERA in 21 starts this season. A three-time All-Star, he is 130-92 lifetime with a 3.93 ERA.

Gonzalez, 30, is a four-time All-Star and a three-time Gold Glove winner. He hit .300 with 15 home runs and 86 RBIs this season, his second since being traded by San Diego to Boston.

Crawford, at 31, hit .282 with three homers and 19 RBIs in 31 games this season. He had Tommy John surgery on his left elbow this week and is expected to take six to nine months to recover. Crawford was a four-time All-Star with Tampa Bay before signing with Boston.

The 34-year-old Punto hit .200 with one homer and 10 RBIs as a backup.

Loney hit .254 with four homers and 33 RBIs for the Dodgers this season. At 28, he'd spent his whole career in Los Angeles.

The 25-year-old DeJesus was optioned to Triple-A Pawtucket. He hit .273 in 23 games for the Dodgers this year. Webster, a 22-year-old right-hander, was 6-8 with a 3.55 ERA at Double-A Chattanooga.

Ghana Business Coalition on Employee Wellbeing (GBCEW), a non-governmental organization was launched on Friday in Accra with a call on employers to invest in the health and safety of their employees to maximize productivity.

Mr Moses Asaga, Minister of Employment and Social Welfare, who made the call said, workplace wellbeing was very high on the Ministry?s agenda and commended the organizers for their efforts and vision.

He said a healthy nation and a healthy workforce would no doubt increase productivity and Gross Domestic Product and thereby accelerate the development agenda of that nation.

He encouraged employers to contribute to health insurance and maternity protection schemes of their employees.

The GBCEW would among others, mobilize and empower the Ghana Business Community to take effective action on employee wellbeing in the workplace and beyond, mitigate the impact of communicable and non-communicable diseases on sustained profitability and economic growth through networking.

Ms Hannah Tetteh, Minister of Trade and Industry, in a speech read for her said, employees? health status affect both their behavior and performance hence the need to improve their health status and wellbeing.

She said employers have no other choice than to pay attention to their employees? health needs because reduced sickness and disasters would improve productivity.

?It is a collective responsibility of both employers and employees to ensure their wellbeing at workplace,? she said.

Ms Tetteh announced that the Ministry was preparing a new industrial policy to enhance workplace wellbeing and disasters and expressed the hope that when it comes into effect, some of the hazards in relation to workplace would reduce.

Mr Sanjay Rughani, Chairman of GBCEW, said in Ghana, the Ministry of Health, the Ghana Aids Commission, as well as a number of private sector organizations and development partners started working to develop workplace programmes in 2006.

He said it was against that background that the Ghana Business Coalition Against HIV/AIDS (GBCA) was founded to support the private sector in the implementation of HIV economic relationships.

He said the GBCA had chalked many successes over the years and it was expedient to expand their nets to impart further on Employee Wellbeing Programme (EWP).

Mr Rughani, who is also the Finance Director, Standard Chartered Bank, urged employers to use their current resources to make the difference to the nation, adding, ?One sick person can affect workplace environment and we need to be proactive to arrest the risks.?

Dr Philip Amoo, Head of Public Health Unit, Korle Bu Teaching Hospital, urged employers to invest in Business Continuity Plan for their employees to boost their confidence and that of customers and attract foreign investors to collaborate with them.

NEW YORK (AP) ? Jeffrey Johnson hid behind a car in his business suit and tie near the Empire State Building, waiting for the man he blamed for costing him his job. He put a gun to the executive's head and fired five times, then walked off with his briefcase into the morning rush of midtown Manhattan.

Minutes later, Johnson was dead in front of the landmark skyscraper, killed by police Friday in a chaotic confrontation that sent bullets ricocheting, wounded nine other people and left sidewalks near one of the world's best-known landmarks spattered with blood.

Police released dramatic surveillance video that showed the confrontation lasted only a few seconds. Johnson was walking rapidly down the street trailed by two police officers when he stopped, wheeled around and pulled out a gun.

About a dozen people ran for their lives, including two small children who were just feet away from Johnson. He pointed the gun at the officers, who quickly fired at him.

Johnson dropped his briefcase, fell to his knees and then collapsed on the ground.

The bystanders likely were hit by police officers' stray gunfire, some of it bullets that rebounded off planters in front of the skyscraper and grazed pedestrians.

The two officers fired 16 shots. The surveillance video shows Johnson pointing his weapon at police, but it's likely he did not get a chance to fire, investigators said.

Startled New Yorkers looked up from their morning routines in the crowded business district to see people sprawled in the streets bleeding and a tarp covering the body in front of the tourist landmark.

"I was on the bus and people were yelling 'get down, get down," said accountant Marc Engel. "I was thinking, 'You people are crazy, no one is shooting in the middle of midtown Manhattan at 9 o'clock in the morning."

It was over in seconds, he said ? "a lot of pop, pop, pop, pop, one shot after the other." Afterward he saw sidewalks littered with the wounded, including one man "dripping enough blood to leave a stream."

Johnson, who neighbors had seen leave his apartment in a suit every day since he was laid off a year ago, had worked for six years for Hazan Imports and was let go when the company downsized, police Commissioner Ray Kelly said.

Police were looking into his relationship with the victim, Steven Ercolino, the company's vice president of sales, who had traded accusations of harassment with Johnson when he worked there. Johnson, 58, also blamed Ercolino for his layoff, saying that he hadn't aggressively marketed Johnson's new T-shirt line, police spokesman Paul Browne said.

After waiting for Ercolino, 41, to come to work, Johnson walked up to him, pulled out a .45-caliber pistol and fired at his head, Kelly said. After he fell to the ground, Johnson stood over him and shot four more times, a witness told investigators.

"Jeffrey just came from behind two cars, pulled out his gun, put it up to Steve's head and shot him," said Carol Timan, whose daughter, Irene, was walking to Hazan Imports at the time with Ercolino.

A construction worker who saw the shooting followed Johnson and alerted two police officers, a detail regularly assigned to patrol city landmarks such as the 1,454-foot skyscraper since the Sept. 11 terror attacks, officials said.

Kelly said the officers who caught up to Johnson had "a gun right in their face" and "responded quickly, and they responded appropriately."

"These officers, having looked at the tape myself, had absolutely no choice," Kelly said.

A witness had told police that Johnson fired at the officers, but authorities say ballistics evidence doesn't support that. Johnson's weapon held seven rounds, they said. He fired five times at Ercolino, one round was still in the gun and one was ejected when officers secured it, authorities said.

Another loaded magazine was found in Johnson's briefcase.

Johnson legally bought the gun in Sarasota, Fla., in 1991, but he didn't have a required permit to possess the weapon in New York City, police said.

"New York City, as you know, is the safest big city in the country, and we are on pace to have a record low number of murders this year," Mayor Michael Bloomberg said. "But we are not immune to the national problem of gun violence," he said of the shooting, following mass shootings a Colorado movie theater and a Sikh temple in Wisconsin.

Robert Asika, who was shot in the right arm, said he was "100 percent positive" that a police officer had shot him. Asika, 23, sells tickets for the Empire State Building's observatory.

"When I woke up this morning, I didn't even want to go to work," he said. "Something told me not to go to work."

The wounded victims were five women and four men, authorities said. All were from New York City, except a woman from Chapel Hill, N.C. They suffered graze wounds or other minor injuries.

Police said six of them were treated at a hospital and were released by Friday night. The three others were being treated for non-life-threatening injuries.

Ercolino's profile on the business networking site LinkedIn identified him as a vice president of sales at Hazan Import. It said he was a graduate of the State University of New York at Oneonta.

He had recently moved to New Jersey after living for a time in Warwick, just north of New York City, said his eldest brother, Paul Ercolino. He grew up in Nanuet.

"He was in the prime of his life," Paul Ercolino said.

His brother was a gregarious salesman ? known to nieces and nephews as Uncle Ducky because of his nearly blond hair ? who had followed his father into the garment industry, then later worked in women's handbags and accessories.

He never mentioned to the family that he had any problems with a co-worker, Paul Ercolino said.

Hazan Import Corp. imports women's clothing and accessories, according to public records. Calls to its executives weren't immediately returned

Even after he was laid off, Johnson would leave his Upper East Side apartment building each morning in a suit, and often returned about a half hour later after going to get breakfast at McDonald's, his neighbors said.

"He was always alone," said Gisela Casella, who lived a few floors above him. "I always felt bad. I said, 'Doesn't he have a girlfriend?' I never saw him with anybody."

Internet records list him as administrator of the website for a business called St. Jolly's Art, which sold iron-on art for T-shirts, including stylized drawings of fighter planes, muscle cars and ships.

Johnson was also part of a community of bird watchers and photographers who document hawks and other wildlife living in Central Park, a few blocks from his home. In an email to another bird watcher, who works at The Associated Press, Johnson wrote tenderly about spending a winter night watching ducks in the park.

"Near midnight by the Harlem Meer I watched a little 'flotilla' of Mallards swimming and softly honking ...fifteen degree temp and they were carrying on unfazed. Just remarkable," he wrote.

Gunshots so close to one of the city's leading tourist attractions immediately prompted fears of terrorism, but federal officials said that wasn't the case, and a guard at the skyscraper said it didn't involve the parts of the building where tourists gather to visit the skyscraper.

Metal detectors and bag searchers have been standard at the 102-story skyscraper since 1997, when a gunman opened fire on the 86th floor observation deck of the Empire State Building, killing one tourist and wounding six others before fatally shooting himself.

The skyscraper remained open Friday throughout the mayhem, although the tourist attraction's workers became witnesses.

"We were just working here and we just heard bang, bang, bang!" said Mohammed Bachchu, a worker at a nearby souvenir shop.

He said he rushed from the building and saw seven people lying on the ground, covered in blood.

Queens resident Rebecca Fox said she saw people running down the street and initially thought it was a celebrity sighting but then saw a woman shot in the foot and a man dead on the ground.

"I was scared and shocked and literally shaking," she said.

She said police seemed to appear in seconds.

"It was like 'CSI,'" she said, "but it was real."
