Canadian PM to visit China next week

(AP) ? Canada's prime minister heads to China next week where he'll discuss Canada's vast oil reserves in a visit that's being viewed as an "open warning" to the United States, which rejected a pipeline from Canada to Texas.

Prime Minister Stephen Harper will be in Beijing and two other cities for bilateral meetings with top Chinese officials, including President Hu Jintao and Premier Wen Jiabao, from Feb. 8-11.

Andrew MacDougall, Harper's spokesman, said Friday it is "absolutely in Canada's interests" to move the country's resources to China.

Five Cabinet ministers, including the ministers of natural resources, trade and foreign affairs will make the trip with Harper.

Harper is determined to build a pipeline to Canada's Pacific Coast after U.S. President Barack Obama rejected the Keystone XL pipeline that would have taken oil from Alberta to refineries in Texas.

Ninety-seven percent of Canadian oil exports now go to the U.S and Harper is eager to diversify. Canada is increasingly looking to China, thinking America doesn't want a big-stake share in what environmentalists call "dirty oil," which they say increases greenhouse gas emissions.

Canada has the world's third-largest oil reserves after Saudi Arabia and Venezuela: more than 170 billion barrels. Daily production of 1.5 million barrels from the oil sands is expected to increase to 3.7 million by 2025, which the oil industry sees as a pressing reason to build the pipelines.

Harper told Obama he was "profoundly disappointed" that he rejected the Keystone XL pipeline. The pipeline has become a hot topic in the U.S. presidential election. Republican presidential candidates Newt Gingrich and Mitt Romney have both promised to approve the pipeline.

After Obama first delayed a decision on the Keystone pipeline in November, Harper told the Chinese president at the Pacific Rim summit in Hawaii that Canada would like to sell more oil to China, and the Canadian prime minister filled in Obama on what he said.

Wenran Jiang, an energy expert and professor at the University of Alberta, said Canada is using China as leverage.

He said Harper's visit is an explicit warning to the U.S.

"It's a not a subtle warning. It's an open warning," Jiang said. "Harper has said Keystone was a wake-up call."

Jiang said Washington will be paying attention to the trip but he said a number of factors make U.S. officials less worried than a few years ago when China's intentions in Canada's oil sector weren't as clear as they are now.

Jiang said U.S. officials no longer fear that the Chinese are investing in Canada to lock up the supply and ship it back to China. But Jiang said that doesn't prevent Republicans like Gingrich and Romney from raising fears that the U.S. is losing energy security.

David Goldwyn, a former energy official in the Obama administration, has said he sees no threat from Chinese inroads into Canada because there is more than enough oil for all concerned.

China's growing economy is hungry for Canadian oil. Chinese state-owned companies have invested more than $16 billion in Canadian energy in the past two years. State-controlled Sinopec has a stake in Enbridge's proposed Pacific pipeline, and if it is built, Chinese investment in Alberta oil sands is sure to boom.

Zhang Junsai, China's ambassador to Canada, has said Harper's visit will help forge a "win-win" natural resource partnership with Canada to help his country's expanding economy meet its voracious energy needs.

Forty Canadian business leaders will accompany Harper on the trip.

Relations between the countries have improved since Harper's first visit in 2009 when Premier Wen publicly chided Harper for taking so long to visit China. Harper has since changed Canada's hardline stance on human rights.

Unemployment rate hits 8.3 pct. after hiring burst (AP)

WASHINGTON ? In the most impressive surge for the job market since the middle of last decade, the United States added 243,000 jobs in January, far more than economists expected. The unemployment rate dropped to 8.3 percent, the lowest in three years.

Hiring accelerated across the economy and up and down the pay scale. The high-salary professional services industry added 70,000 jobs, the most in 10 months. Manufacturing added 50,000, the most in a year.

The report Friday from the Labor Department sent money pouring into the stock market and out of more conservative investments in bonds. Dow Jones industrial average futures, virtually flat before the report was released at 8:30 a.m. EST, jumped 100 points.

The stock market is already off to its fastest start in 15 years as more investors start to believe the economic recovery is finally for real and will only get stronger. The Dow has gained 4 percent in 2012.

It was the most jobs added since and April and May 2010, when 277,000 and 458,000 jobs were created. But those months were skewed by massive hiring for the census. Before that, the last month with more job creation was March 2006.

The unemployment rate was down two ticks from last month and the lowest since an 8.3 percent reading in February 2009. It was also the fifth consecutive month that the rate has fallen, the first time that has happened since late 1994.

The report seemed certain to shake up the presidential campaign, which is expected to turn on the economy. Unemployment was 7.8 percent when President Barack Obama took office in and 10 percent, its peak for the economic downturn, nine months later.

Employers have added an average of 201,000 jobs a month in the past three months. That's 50,000 more jobs per month than the economy averaged in each month last year.

The Labor Department's January jobs report was filled with other encouraging data and revisions. The economy added 200,000 more jobs in 2011 than first thought.

The unemployment rate is nearly a percentage point lower than over the summer, when many feared a recession was imminent.

Impressively, the job gains last month were spread across the economy. Even the beleaguered construction sector added 21,000 jobs, its second month of strong gains. That figure has probably been helped by unseasonably warm weather this winter.

The leisure and hospitality industry, which includes restaurants and hotels, added 44,000 jobs. Retailers added nearly 11,000.

The unemployment rate fell even as more people began looking for work. But a much larger number said they found work.

More jobs and higher incomes should help consumers boost spending and increase economic growth.

Job gains in November and December were revised upward to show that an additional 60,000 jobs were created in those two months.

The government also issued its annual revisions to jobs data going back five years. They showed that hiring was stronger over the past two years than previously thought. The economy added about 1.82 million jobs last year, nearly twice as many as in 2010.

Even with the gains, the job market faces a long way back to full health. The nation has about 5.6 million fewer jobs than it did when the recession began in late 2007.

There are still 12.8 million people out of work, though that is the fewest since the recession ended. An additional 11 million are either working part-time but would prefer full-time work, or have stopped searching for jobs.

When all those groups are combined, nearly 24 million are considered "underemployed. The so-called "underemployment" rate ticked down in January to 15.1 percent, from 15.2 percent.

Several reports signaled this week that the economy is improving gradually. Manufacturers expanded at the fastest pace in seven months in January, a private survey showed.

And fewer people sought unemployment benefits last week, the Labor Department said. The four-week average of applications fell to its second-lowest level since June 2008. The drop shows that companies are cutting fewer jobs, which usually leads to more hiring.

Americans spent more at big chain retail stores last month compared with a year earlier. And automakers began 2012 with a strong sales gain in January. Healthier auto sales can boost a range of companies, from steel makers to parts suppliers to shippers.

The economy expanded at a 2.8 percent annual pace in the October-December quarter, a full percentage point higher than in the previous quarter.

Even so, economists expect slower growth this year. Much of the fourth quarter's expansion was due to companies ordering more goods to restock their warehouses. Restocking is likely to slow in the first three months of this year. That would drag on growth.

Europe's financial crisis could also slow demand for U.S. goods. And average wages failed to keep up with inflation last year. That leaves consumers with less spending power, which can hamper growth.

Weightlessness weighs heavy on genes: a fly's perspective

Wednesday, February 1, 2012

On Earth all biology is subjected to gravity. Some biological systems require gravity for correct orientation (geotropism: plants grow up, roots grow down). In the absence of gravity even human biology is affected: astronauts lose bone density at 1-2% a month rather than the usual 1-2% a year on Earth. But the effects of gravity on cellular processes are less well understood. New research published in BioMed Central's open access journal BMC Genomics has used diamagnetic levitation to counteract the effects of gravity on the fruit fly (Drosophila melanogaster) and found that the expression of several genes was affected. This included genes involved in cell signalling, the immune system, response to stress and changes in temperature, such as the heat shock proteins.

A specially designed superconducting magnet was used to continuously 'levitate' the flies for 22 days, from embryo to adult. The magnetic field repels water within the fly's cells and a strong enough force can balance out the effects of gravity. With the magnet producing a force of 11.5 Tesla (T), at a certain distance above the centre of the magnet the net effect of gravity is zero (0g). At the same distance below the centre of the magnet the flies experience double Earth's gravity (2g).

During the experiment eggs developed to larvae, pupae and finally adults. This progression was slightly slowed by the magnetic field - it took flies at 1g in the magnet one day longer to reach adulthood than flies outside. Almost 500 genes were sensitive to the magnetic field (up or down regulated) and only 10% of these were common to male and female females flies. By subtracting the effect of 1g from the gene transcription profile at 0g and 2g the researchers were able to isolate the effect of gravity on the flies.

Hypergravity altered the expression of 44 genes while weightlessness affected over 200. Dr Herranz, from the Centro de Investigaciones Biol?gicas, Madrid, and Dr. Hill, manager of the Magnetic levitation facility at the University of Nottingham, explained, "Both the magnetic field and altered gravity had an effect on gene regulation for the flies. The results of this can be seen in fly behaviour and in successful reproduction rates. The magnetic field alone was able to disrupt the number of adult flies from a batch of eggs by 60%. However the concerted effort of altered gravity and the magnet had a much more striking effect, reducing egg viability to less than 5%."

Dr Herranz, continued, "The genes most affected by alterations in gravity are responsible for essential cellular processes including metabolism, the immune system, defence against fungi or bacteria, heat response, and cell signalling." This work suggests that the effect of weightlessness on cellular processes and biological systems during prolonged space flight, say the journey to Mars, should not be underestimated.

Buffett's railroad to spend $3.9B on upgrades (AP)

OMAHA, Neb. ? Burlington Northern Santa Fe, the railroad owned by Warren Buffett's Berkshire Hathaway Inc., plans to spend $3.9 billion on network upgrades this year as the economy improves.

The railroad says that its capital spending plan is $400 million bigger than its 2011 budget.

The nation's major freight railroads, which include BNSF, together plan to spend about $13 billion this year, up from 2011's $12 billion.

BNSF says it will spend $2.1 billion to upgrade its core rail network; $1.1 billion on locomotives, freight cars and other equipment; and about $300 million on developing the federally mandated system to remotely stop trains headed for a collision.

The railroad is based in Fort Worth, Texas. Berkshire Hathaway is based in Omaha, Neb.
